The commission to investigate allegations of bribery or corruption(CIABC) is recently attaining the close and more public scrutiny due to it's true attempts to investigate more complex and polluted incidents of corruptions.Though , in the past, none of the bribery commissioners made the commission's function in to a glorious and highest achievement.In the recent context,it is obvious that there is a significant awakening in the investigation and probing many of cases with it's recent review of popular bribery case of custom.
Steping down many of bribery commissioners and retiring others under cloudy or non-visible circumstances due to revealed horrible information made a blackest episode surrounding the bribery commission.Even the former chairman of the commission himself was involved in act of impropriety.Truly many of bribery commissioners of the past were consisted in to the group of working in accordance with the corrupted manuals of power abuse of many politicians.The other group of commissioners were dismissed from their office because of launching true investigations for corruptible acts.
Over the years,the Bribery commission had failed to inspire public confidence as well as it's purposes of national responsibility of probing indiscriminate and corruptible acts in government and civil backgrounds.This is seen in the disclosure made by the director general of the CIABC that there was a backlog of cases around 10000 in number,dating back to 2001.
On the retrospective view, the commission needed more 800 personnel for it's optimum and efficient function for effective national service for the state's benefits.Though the commission needed 800 personnel to investigate allegations ,it had to content with a staff of a mere 154.Possibly, there was a deliberate plan to starve the commission of the urgent man power in order to prevent the progressing investments against heavy deals of bribery and corruptions.Meanwhile, the former bribery commissioner decided to return back 50 police officers given by department of police.
However , the insufficiency of the staff made the investigations in a difficult stage.When a traffic cop accepts some money from a motorist to look away or pittance is taken by a court clerk from a litigant to shif a case file, the people expect to investigate them as well as they hope the commission would investigate the cases of secret accounts of VIP politicians and their progeny or irregularities of tender procedures due to heavy bribes.
In the provision of governments contracts to the favorites of political power and top bureaucrat to fix deals that involve public funds.commonly, people are eager to see whether these facts are properly investigated by bribery and corruption commission in their aspect of duty role within existing context and allocated resources.
In the concept of using public funds efficiently ,the commission should make their bold involvement to cover up a wide range of big issues of bribery and corruptions to save national wealth.Many of politicians in Rajapaksa era who were unable to account for their vast income that had come their way, should be examined again.Investigations are necessary for the politicians who are asked to report to the commission but never come there.
All attempts should be made to unravel the cover ups in the commission pertaining to important investigations and the culprits exposed.The independent bribery commission is the structure within the new constitutional council.It is very important the pledge of the commission to protect the info of resource personnel in the investigations in the complaints against the high mighty.
The commission's decision on the coordination with the civil society organizations including CAFFE,PAFFE and transparency international would make a great forward step to create firm network on it's purpose of making Sri lanka free country of corruptions within next three years.This is a good symbol for various bribery and corruption issues made deep inroads in to every strands of public life and eaten in to the vitals of society.
It is the fact of most importance that the DG Wickramasinghe makes her firm and good stand in the proceed of her nobel task for functioning independently the commission's role under any of challenges.
