The initial draft of resolution of OHCHR related to Srilankan human rights issues proposed by United States and several other countries, was due to dilute the restrictions and conditions included in the draft to an acceptable level.To continue a soft and safe consensual approach at behind the scene with friendly countries.As a result of this , the text is changed in to more sophisticated and practical formulation in supporting to government's accountability mechanism unveiled by foreign affairs minister during his address at the opening event of the 30th UNHRC session.
Furthermore this text also helps government's commitments if fully and credibly implemented, may help account for serious crimes by both sides and supports to achieve reconciliation.This resolution is included of accountability and reconciliation process for the violations and abused committed by LTTE.Progression of monitoring process in implementing of recommendations and other relevant processes linked to reconciliation and accountability.At 32nd session of UNHRC ,the comprehensive report followed by discussion is also consisted of resolutions at it's 34th session.
However, this draft is subjected to further amendments and final draft will be prepared to get the unanimous approval.As Hon president Maithreepala Serisena repeatedly stressed out , the government would not allow this trouble for the solutions to next generation and it is determined to find a lasting solution.Prime minister Ranil Wickramasinghe also stated last week the need of lasting solution for this current issues.
One of key issues mentioned in the resolution is accountability in building trust among communities and restoring the rule of law.At this point of view, public aware of the clauses of the resolution as well as reasons for accepting them is of paramount importance which leads to good and healthy interpretation of whole reconciliation.In such of resolution,it is important to regard about ground realities, When united nation human rights council drafts it's report what kind of evidence they provided from reliable sources and to what extant these evidences are transparent with their resource persons.Clearly now UNHRC stated that they would never review the personal identity of evidences despite Srilanka is presently having a healthy background to protect such of persons who gave evidences against whosoever.In such of gloomy shelters provided by UNHRC enable to fulfil narrow political extremism of some groups like Tamil diaspora who wishes for separate state in Srilanka as well as groups who gets certain financial gains for their false evidences.
When formation of United nation human rights council by replacing UNHRC due to it's partial features in function but new structure already be an instrument of manipulating developing nations all around the world.Though this council never be brought against some of developed countries such as US,UK,Canada or Australia.United states takes every opportunity to support to Srilanka , as smaller countries get limited options and they have to obtain the best out of bad range of selections.
Secretary of United states Jhon Kerry said , In the past year, Srilankan people have twice voted to put Srilanka on the path to peace and turned their country away from a divisive approach that for too long sapped Srilanka's strength.This resolution demonstrate our support for Srilanka as it takes courageous steps to strengthen it's democracy and restore civil liberties for all Srilankans, while also addressing the painful experiences of the past to ensure they never recur.So it is very significant to manipulate a proposed mechanism for truth seeking, justice,compensation,reparation and prevention of recurring such human rights violations are very important in the purpose of making firm foundation fore Eco-exsistenc and harmony of our future generation.
According to first draft recommended that Srilankan government should develop vetting process to eliminate security and police personals who are responsible for human rights violations.However final draft eliminate above clause and instead it states for a'' a fair demonstrative process in serious crimes involving human rights violations or abuses or violations of international humanitarian law including members of security and intelligence units and incentives focused on the promotion and protection of human rights of all Srilankans.
In this reconciliation process, there are significant responsibilities as well as should keep credits on Srilankan close international friends such as China,Pakistan and Russia who displayed their support and their consistency on above issues.US backed reconciliation emphasized the importance of a comprehensive approach to deal with past incorporating the full range of judicial and non- judicial measures for inter-Alia, there must have an ensured foundation on accountability,serve justice,possible optimum remedies to victims,promote healing and reconciliation would establish perfect security system, restore confidence of rule and law of the state and international human rights law with a view to preventing the recurrence of violations , abuses and accepting their regards the government expressed commitment to ensure dialogue and wide range of negotiation with all involved parties.
